North Carolina’s Completing Access to Broadband Program (CAB)

“…The Completing Access to Broadband (CAB) program provides an opportunity for individual N.C. counties to partner with NCDIT to fund broadband deployment projects in unserved areas of each county. N.C. Session Law 2021-180 appropriates $400 million from the American Rescue Plan for this new program. In partnership with counties, we have developed a competitive process for prequalified internet service providers to bid on broadband infrastructure deployments. Participating counties are working with us to mutually identify eligible project areas and develop the scope of work for the procurement of construction, installation and operation of broadband infrastructure in the targeted project areas. NCDIT is providing customizable procurement templates and processes for use with each county. Projects require matching investments from counties and the selected broadband service providers. No county may receive more than $8 million in aggregate funding from the CAB fund in a single year...”

ECC Technologies was incorporated in 1995 to provide technology and communications consulting services to Educational, Community, and Corporate (ECC) clients. This was at the time when the nation’s telecom- communications industry was changing drastically through deregulation.

For the past several decades, ECC has provided technology, broadband, and security consulting services to education, municipalities, government, and corporate clients.

About

The 400-mile network backbone will connect all viable municipal entities, as well as key community anchor institutions (CAIs), such as business, educational, and healthcare entities. In addition, the network will be available to any viable entity in Erie County that wishes to subscribe to the network.

ECC Technologies conducted the initial study for the open-access network on behalf of Erie County in 2017. We also developed the business plan in which Erie County will operate the nearly 400-mile middle-mile fiber-optic network.
